The Grassy Creek Oyster Roast is scheduled for Feb. 4 at 5pm.

The Annual Meeting is scheduled for March 10, 2012 at 11am. The meeting notice will be mailed at the beginning of February.

The Board is planning an Annual Oyster Roast in the coming weeks to showcase the improvements that have been done to the pavilion area. Over the last few months, more seating was installed including hanging swings overlooking the marsh and a large picnic table was added under the pavilion to accommodate a larger group. A walking path was also created for easier access to the dock and the new fire pit. The Pavilion area has become a great place for community and personal gatherings. Information on the Oyster Roast will be emailed once the details are set.

Your Board of Directors recently met and approved Grassy Creek’s Annual Assessment for 2012. We are pleased to inform you that an increase in assessments was not necessary. The 2012 annual assessment for Grassy Creek is due on February 1, 2012. Please be reminded that your assessment will be considered late if not received and posted to your account by February 10, 2012.

If for any reason you do not receive your statement by January 10th please notify us immediately, but do not let this delay your payment. You can pay your assessment in several ways: 1) Send your payment to the Columbia lock box at PO Box 912, Columbia, SC 29202; 2) Go online to www.cmgcharleston.com and select "pay assessments", you will need your account number noted above for this option if you have not already set up your account. 3) Set up ACH for automatic draft of your payment.

Please note that any payments received at the office on Folly Road will be mailed to the lock box for processing. Both of these circumstances may delay posting of your payment resulting in unnecessary late fees.

Over the last week, particularly the last two days, all across the suburban areas from Johns Island, James Island, West Ashley, and Daniel Island, we have been receiving calls about door-to-door solicitors selling magazines. The solicitors are giving various stories, but several claim (FRAUDULENTLY) to be members of a local school sports team – One saying West Ashley High, the next saying James Isl Christian, or some other school (don’t bother trying to check them out with the schools, it is all false).

It is unclear whether you would ever actually receive your magazines, but at least in these cases the people are outright lying to make a sale. At least two are girls. They try to be convincing. Don’t be conned.

IF YOU ENCOUNTER THESE PEOPLE, TELL THEM YOU ARE NOT INTERRESTED. MAKE NOTE OF THEIR DESCRIPTION AND DIRECTION OF TRAVEL AND CALL POLICE IMMEDIATELY (577-7434) SO OFFICERS CAN RESPOND AND INTERVIEW THEM.

They will be checked for ID and warrants, at least warned and dispersed, and might even be cited or arrested. (one was arrested on Daniel Island today for drug possession). Also be advised that often other crimes follow these individuals, including neighborhood car-break-ins and fraud involving the checks citizens write to them.

See the page in the attached booklet regarding City of Charleston PEDDLER’S PERMIT which is required but none of these people have.

The Architectural Review Board is in the process of revising the application procedures. The updated instructions and accompanying forms will be available on the website once they have been completed.

The ARC has scheduled meetings on the 1^st Tuesday of each month at which time submitted applications will be reviewed. Applications submitted between the 1^st and 15^th of the month, will be reviewed on the first Tuesday of the following month. Applications submitted between the 16^th and the last day of the month, will be reviewed on the first Tuesday of the 2^nd month following the submission. For example, an application received on January 5^th will be reviewed on the first Tuesday of February. An application received on January 20^th will be reviewed on the first Tuesday of March.

Grassy Creek Growth

Grassy Creek continues to grow. In the past several months the ARC has received four applications for new construction projects. Two have recently been given final approval so construction has already begun. There are two additional applications that are in the final stages of review and are expected to begin construction within the next month or so.

The Pavilion has seen many improvements this summer as well. With the addition of a couple of swinging benches, a new larger grill and more seating options, the Pavilion has become a wonderful gathering spot. The Board hopes that more homeowners will utilize the Pavilion.

Pavilion Enhancements

If you haven't had an opportunity to visit the pavilion you should try to stop by. The landscape committe has been working hard to make improvements that will encourage more use. A couple of bench swings have been added along with additional rocking chairs. A new larger grill was puchased and installed last week. A large picnic table is scheduled to be delivered this week so there is plenty of seating available for community or family gatherings.

Pavilion Revitalization Project

The completed enhancements will include some tree work, the installation of gravel and edging along the driveway and the addition of seasonal flowers. The committee has also purchased 6 rocking chairs, 2 wooden swings, 3 side tables and an octagon picnic table for the pavilion. A larger grill will be added as well as four posts for the end of the driveway to eliminate vehicles from driving to the fire pit area.

As a result, Chris Hoyle will speak on behalf of the Grassy Creek property owners opposing the request submitted by Seacoast to rezone the property at the Planning and Zoning Meeting to be held Wednesday, April 20th at 5pm. All property owners are also encouraged to speak at the P&Z meeting to express their views.

Important Notice of Zoning Application for Seacoast Property

Seacoast Church has filed an application to re-zone the 45.76 acres located adjacent to Grassy Creek subdivision. The Grassy Creek HOA Board of Directors would like to meet with you on Monday, April 18^th at 6:30 PM to review the application.

The Church does not have a specific buyer or user at this time; however, it wants to position the property to be available for economic development, retail and office uses. For example, a Boeing supplier or a shipping business working with the Wando Welch Port could buy up to 33.68 acres of the church property for construction of these types of buildings:

1. Flex warehouse (35’ maximum height)

2. Light industrial Warehouse

3. Manufacturing facilities

4. Distribution centers

5. Outdoor storage areas

6. Container storage

7. Research centers, laboratory, corporate offices, and administrative offices

The re-zoning application seeks Area Wide Business zoning for the remaining 12.08 acres of the church’s property. This would allow office, retail, service type uses and a hotel, among other things.

The church submitted a Master Sketch Plan with their zoning application, which is intended to be a representative example of future development on the property. It is a possible scenario based on the allowed uses outlined above. The Master Sketch Plan submitted with the application shows:

· Two 72,000 SF High Cube Warehouses with loading docks facing each other with a central truck court. This is shown about 400 feet from River Oak Park in Grassy Creek.

· Three light industrial buildings totaling 40,000 SF directly behind Grassy Creek residents living on Shoals Drive.

· Seven “lots” averaging 1.75 acres each backing up to I-526 where there could be a 120 room hotel and 50,000 SF of offices for general, medical and retail uses.

We have taken the liberty of illustrating the Master Sketch Plan to show what this could look like and how it could negatively impact our neighborhood and property values. Here are some of the reasons your HOA board is opposed to the Seacoast zoning application:

1. The application is an unusual request to zone a property without a specific plan being presented such as the proposed 280 unit Woodfield Apartments. The church would like to get a flexible plan approved with many possible uses so that when an actual buyer is found in the future, they can get their plans approved by Town of Mt Pleasant staff. There would be no further public hearings with neighborhood input into the actual buyer’s plans. We want to have a say in what goes next to our neighborhood. If we don’t defeat this now, we may never get to object again. Don’t let planning staff be the only ones to approve future plans for the property!

2. The proposed warehouses and light industrial buildings will generate truck traffic coming from I-526 and SPA Wando to the Seacoast property. The application proposes to limit truck traffic to the hours between 9 AM and 3 PM but this will be difficult if not impossible to police. The application relies on a traffic impact assessment approved in 2007, which was not based on the expected future truck traffic or the current road and traffic conditions. A 75 foot long 18 wheel truck weighing up to 80,000 lbs. has a far greater impact on traffic than a 14 foot long car weighing 5,000 lbs. The intersection of Long Point Road and Belle Hall Parkway is already an “F” grade intersection. The plan calls for no road improvements while adding trucks waiting in front on Waffle House to turn towards I-526 and the Port.

3. The application seeks to align the property with the town’s current 2009 Comprehensive Land Use Plan, which admittedly calls for economic development uses for the property. However, a residential use is more compatible with the adjoining Grassy Creek and Belle Hall neighborhoods. This might be combined with small office buildings such as those already found along Seacoast Parkway. We would like to see the Comprehensive Land Use Plan changed to reflect the surrounding residential neighborhoods and the roads leading to the property. The town needs to put the health safety and welfare of our residents ahead of creating less than 100 warehouse jobs. We never had a say when they decided the church property should be used for economic development purposes as the applicant now proposes.

4. The proposed 144,000 SF warehouse buildings are massive in size and there is no real buffer between our neighborhood and these buildings. Both the warehouses and the light industrial buildings will be visible behind homes as you drive along Shoals Drive and River Oak Drive.

Timeline for Re-zoning

· Grassy Creek Neighborhood Meeting: April 18, 2011 (Mon 6:30PM)

· Planning & Zoning Meeting: April 20, 2011 (Wed 5:00 PM)

· Planning Committee Meeting: Either May 3, 2011 or May 4, 2011

· Town Council First Reading: May 10, 2011

· Town Council Second Reading: June 14, 2011

Dear Grassy Creek Homeowner:

Your Board of Directors has called a Special Meeting of the homeowners to discuss the recent events regarding the Seacoast property that is adjacent to Grassy Creek.

The homeowner’s meeting will be held on Monday, April 18^th at 6:30 PM at the Pavilion. The Board encourages all to attend.

Seacoast recently submitted a rezoning application to the Town of Mount Pleasant. As stated on the Planning Commission’s Meeting Agenda, they will review the request to amend the Belle Hall Planned Development District ordinance providing for permitted uses as specified in the Town’s ED, Economic Development, zoning district on an approximately 33.68 acre portion of the property and commercial uses on the remaining approximately 12.08 acre portion of the property and to establish development standards for the same on an approximately 45.76 acre parcel of land located at the terminus of Seacoast Parkway and identified by TMS No. 537-00-00-090.

The Planning & Zoning Meeting will be held at 5pm on Wednesday, April 20^that the Municipal Complex located at 100 Ann Edwards Lane.

If you are having issues with solicitors and you report it to your local police department be aware that they will tell you that you will need to post a sign on your door even if there is a sign at the entrance of your community. The “NO SOLICITING” signs aren’t a guarantee to stop solicitors and the law requires that you also have a sign at your door for this nuisance to be enforced.

Pavilion Improvements…

The Grassy Creek Board of Directors has been spending a lot of time working on the 2011 budget and obtaining bids for improvements of the pavilion area. The completion of these improvements are “to be announced”. These new improvements may consist of new benches, a cooking pit, hammocks, etc.. All of these items will be great additions for all to enjoy.

Lights Out!!

Street lights within our communities go out occasionally and some homeowners don’t know what to do when this occurs. Residents can call SCE&G and report the light out or call the management company. Please note that when you contact SCE&G or the management company the utility company will need to know the nearest address to the light pole or the actual light pole number. Sometimes this pole number is a metal tag attached near the base of the pole. This is the only way that SCE&G can put in a work order to have the light fixed. Thanks for your cooperation!!

We are still receiving assessment payments that are made payable to CMG. Please be sure to make your assessment payment check payable to Grassy Creek HOA, P.O. Box 912, Columbia, SC 29202. CMG will no longer be able to accept these checks and convert them to the HOA. Checks that are received made payable to CMG will be returned to the homeowner so that the payment can be submitted correctly. Returning these checks will result in unnecessary delays and late fees to the homeowners account. Please be sure to send your assessment payment in correctly to avoid these potential issues. Covenants Inspections

Recently covenant inspections have started at Grassy Creek. These inspections will be done weekly. If you are not familiar with the Grassy Creek Covenants and Restrictions you can find them at: www.CMGCharleston.com and look for Grassy Creek under the HOA Website tab.

Some of the items that our enforcement department will be inspecting are:

· Lawns that are unkempt with tall grass and weeds in beds

· Dead trees, brush, tall underbrush and rubbish

· Adequate mulch/pine straw

· Excessive mold and mildew on homes

· Grassy Creek mailbox standards

· Homes that are in need of painting

· Boats, trailers, RV’s, campers in driveways and side yards

· Inoperative or abandoned vehicles

· Satellite Dishes and antennas that can be seen from the street

· Garbage containers that are visible from the street

· Clothes lines

· Open garage doors when not in use

· Owners parking cars in the street

· Christmas lights not removed by January 31……….

If you are found in violation you will receive a warning, and be given 14 days from the date of inspection to cure the violation. If not cured within this timeframe a fine will be assessed.

Also, as a reminder, if you are planning an exterior modification to your home, like painting, tree removal, installation of a fence, etc. you must submit an ARB Modification Request for approval prior to making the change. Charleston County Expands Recycling Program to Accept Cardboard at Curbside

Charleston County will begin picking up corrugated cardboard and more paper items during its normal curbside recycling routes

During last Saturday’s 11^th Annual Earth Day Festival, Charleston County Council member Colleen Condon announced that Charleston County’s Environmental Management Department has expanded its recycling program to accept corrugated cardboard as part of its residential curbside recycling program. Corrugated cardboard is considered cardboard boxes with a middle “waffle-like” layer.

In addition to cardboard, the County is now also accepting all paper items to include envelopes with plastic windows, gift wrapping paper, etc.

“We are excited to announce that Charleston County now accepts cardboard and all types of paper in our curbside bins and dropsites,” Condon said. “If you can tear it, recycle it in your bin.”

In honor of Earth Day, the County has compost on sale for the month of April at the Bees Ferry Landfill for $1 per bag or $5 per ton, which is half off the regular price.

How to recycle cardboard:

Residents with curbside service can now place cardboard at the curb with their regular recyclables that are placed in one bin for plastic bottles, glass bottles, aluminum cans, steel cans and aerosol cans, and in another bin for paper, such as magazines, newspaper, junk mail, paperboard (examples: cereal boxes, tissue boxes, etc.) and office paper.
Curbside residents should flatten and place cardboard boxes, up to three feet by three feet in size, between or under their two bins or inside a separate bin. Curbside recycling in Charleston County is collected bi-weekly in the urban areas starting at 7 a.m.
Rural residents, as well as curbside users who have cardboard pieces larger than three feet by three feet, can drop their cardboard off at the drop site locations and County staffed Convenience Centers. Charleston County Environmental Management maintains 40 cardboard drop sites and eight Convenience Centers located throughout the County.
Residents in the rural parts of the County can utilize drop sites and Convenience Centers for recycling services. Drop site locations are open 24 hours per day and seven days a week and are not staffed. Convenience Centers are staffed by Environmental Management Department employees.

Residents can call (843) 720-7111 or visit recycle.charlestoncounty.org to find out their recycling collection day, the nearest drop site location, and Convenience Center addresses and hours of operation.
